OBJECTIVES OF THE PROGRAMME :
The PASB Management Information System (PMIS) Modernization Project is a four-year project that will define the administrative and operational business model of the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) and implement new information systems to support that model across all levels of the Organization (regional, sub regional, and country). The project will replace existing information systems serving Program Planning, Finance, Procurement, Human Resources, and Payroll.
Description of duties:
Under the general supervision of the Manager, Planning, Budget and Resource Coordination (PBR) and the direct supervision of the Special Advisor, PASB Management Information System (PMIS), the incumbent is responsible for the following assigned duties:
a) Collaborate and provide technical support for the development, implementation and close-out of the PASB Management Information System (PMIS), and transition to normal system operations;
b) Develop and maintain the Project's SharePoint site and project documentation to include classifying documents and maintaining the site's classification integrity; manage security rights to the site; develop SharePoint workflows to support the project's change control processes;
c) Maintain the Project Plan and Schedule and generate reports on Earned Value; adjust task order and dependencies to support changes in the project and re-establish baselines; develop reports;
d) Provide technical and administrative support in the strategic planning and allocation of the Project's financial, human resources, information and physical resources to include vendor-relationship management;
e) Ensure the proper allocation of funding in compliance with Project description and the Organization's rules and regulations;
f) Assist in the review of administrative guidelines and procedures; implement and monitor the internal procedures for the efficient operation of the Project's activities such as: recruitment of staff, consultants, advisors or vendors; duty travel arrangements, as well as procurement services; serve as a liaison on administrative matters for the Project.
g) Coordinate the preparation, issuance, processing, and evaluation of responses to Requests for Proposals (RFPs) for the purchase of products and execution of contracts, as may be required.
h) Provide technical support in the development, organization and coordination of region-wide training schedules and logistics related to the roll-out of the new system.
i) Produce information bulletins to keep staff abreast of changes and the implementation of new information systems.
j) Supervise support staff, establish clear work objectives, conduct timely and effective performance appraisals.
k) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor's degree in information systems management, computer science, business administration, management or a related field from a recognized university.
Desirable: Project management training would be an asset.

Technical Expertise:

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Project, Visio, Word, Excel, PowerPoint, SharePoint and Outlook.
Experience:
Essential: Five years of combined national and international experience in project implementation, including budget allocation, communication and research/analysis.
Desirable: Experience working with international organizations would be an asset
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US $46,730.00 at single rate
US $49,821.00 with primary dependants
Post Adjustment: 48.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
