OBJECTIVES OF THE PROGRAMME :
The position of Web Architect is based in the Knowledge Management Centre within the Communications Group. The overall objective of the Knowledge Management Centre is to integrate services and resources which support the creation, preservation, and dissemination of IARC research and knowledge. The Knowledge Management Centre is also the nucleus of IARC book publication and dissemination activities through project management, operational planning, budget management and resource coordination to ensure the uniformity, high quality and success of all IARC publications series.
Description of duties:
The Web Architect acts as the technical lead for the dissemination and sales of IARC publications within the framework of the Agency's Communications Strategy.

Summary of assigned duties:

1/ Analyse functional requirements, and implement, customize and maintain relevant off-the-shelf technologies, including but not limited to e-commerce shopping cart, apps, digital rights management (DRM) tools, credit card payment gateways, and e-readers;

2/ Prototype, program, test, debug, refine and maintain in-house digital dissemination solutions and platforms;

3/ Identify and clarify requirements of users both in-house and external to the Agency;

4/ Create and regularly update necessary systems and procedural documentation;

5/ Collaborate with the Knowledge Manager to investigate and implement best practices for electronic dissemination of content;

6/ Provide technical expertise on linkages with external databases by research organizations;

7/ Provide technical expertise for updating the ICD-O codes and for harmonizing ICD-O codes between the WHO Classification of Tumours and versions of ICD-O;

8/ Provide ongoing operational and troubleshooting support for ecommerce and dissemination projects;

9/ Carry out regular production activities such as converting and loading data files, and working with the Agency's IT unit;

10/ Resolve, report and/or refer problems to appropriate parties in various units of the Agency;

11/ Participate in the evaluation, testing, installation and administration of digital publishing related services and equipment;

12/ Maintain up-to-date knowledge of current information technology techniques and tools, especially as they apply to digital publishing;

13/ Provide technical guidance and training to other staff members.
REQUIRED QUALIFICATIONS
Education:
Essential: University (or equivalent) degree in computer science/information management/information systems or the equivalent.

Desirable: Specialization in digital publishing, STM publishing, or medical informatics.
Skills:
- Knowledge of software development lifecycle: eliciting, analyzing and documenting functional requirements, process flows, use cases, and user testing.
- Knowledge of PHP, Javascript, jQuery, jQuery Mobile, HTML5, CSS, XML, and SQL tools and languages within the LAMP stack. Excellent knowledge of SQL and HTML.
- Project management skills as they relate to software development
- Ability to translate user requests into workable solutions.
- Ability to produce well-structured technical documents and operational procedures
- Ability to write clearly and in a structured manner and to make effective oral presentations.
- Ability to establish and maintain good relationships with internal and external stakeholders and to work collaboratively in a multicultural setting
- Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking, under time pressure.

Experience:
Essential: Minimum two years practical experience in information systems management and technologies. Solid experience working with STM publishing.

Desirable: Experience with developing online information applications and web services specifically for digital publishing. Experience with medical terminology and taxonomies

Languages:
Excellent knowledge of English.
Desirable: Working knowledge of French.

IARC/WHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy and home leave.
Annual salary: (Net of tax)
Euros 60 558 at single rate
Euros 64 564 with primary dependants
